Rebeccah Nelems is an evaluation specialist with expertise in gender, human rights and results-based management and planning. Rebeccah has conducted project, program, organizational and gender evaluations and studies for the International Development Research Centre (IDRC), the Canadian International Development Agency (CIDA), Foreign Affairs and International Trade Canada, the Office of the United Nations High Commissioner for Refugees (UNHCR) and the International Institute for Democracy and Electoral Assistance (IDEA). Rebeccah also has project management experience in the areas of human rights and education - having worked for NGOs on CIDA-funded projects and the Organization of American States (OAS).
Rebeccah brings strong skills in the design of gender-sensitive and participatory evaluation frameworks and methodologies, integrating cutting-edge approaches - such as Outcome Mapping and Utilization-Focused Evaluation - with RBM. She has worked on projects or evaluations of projects based in every world region, and has worked in Belize, Cuba, Guatemala, Jamaica, Malaysia, Namibia, Nicaragua, Paraguay, Peru, Senegal, Sweden, Switzerland and Thailand - with long-term postings in Belize, Guatemala, Nicaragua and Paraguay.
Rebeccah Nelems received a Master of Arts degree with High Distinction in Social and Political Thought from York University, where she focused on gender, ethnicity and poverty in post-colonial countries. She has a Joint Honours Bachelor of Arts in Philosophy and Literary Studies from the University of Toronto, and a Certificate in Alternative Dispute Resolution (ADR) from the Canadian International Institute for Applied Negotiation. Rebeccah is fluent in Spanish and has a working knowledge of French.
